Hezbollah's "partisan immunity" has led to the failure of the security plan in Lebanon, Interior Minister Nouhad Machnouk said Saturday, adding that security forces have primarily targeted members of one community.Machnouk said he had discussed the state's inability to exert control over these areas with former President Michel Sleiman during his presidency, Progressive Socialist Party leader Walid Jumblatt, Parliament Speaker Nabih Berri and Free Patriotic Movement leader Michel Aoun. "They all agreed that the errors in the security plan must be fixed," Machnouk said, "but nothing was achieved". During his speech, Machnouk said a certain security institution was biased in favor of Hezbollah in a veiled reference to the Army Intelligence unit.
