A fateful decision by UNRWA regarding cutbacks on certain assistance programs and services will surely have dramatic consequences on the educational and social sectors, reflecting negatively on the security and social stability on all Lebanese territory.Humanitarian action faces immense challenges.The number of people in need of humanitarian assistance around the world has doubled in just 10 years. Adding to the high totals from Syria was a new displacement of least 2.6 million people in Iraq and 309,000 newly displaced in Libya.For an age of unprecedented mass displacement, we need an unprecedented humanitarian response and a renewed global commitment to tolerance and protection for people fleeing conflict and persecution. The challenges and demands of the 21st century are global issues that require global solutions. The summit, and the consultations leading up to it, aim to build a more inclusive, diverse and truly global humanitarian system and to reaffirm the principles guiding humanitarian work.In doing so, it will contribute to informing and influencing the outcomes of the 2016 World Humanitarian Summit, for which humanitarian effectiveness is one of the four thematic focuses.Combined, international humanitarian assistance from donor governments in the Middle East increased by 120 percent from 2013 .
