Lebanon has missed a deadline to respond to a proposal to participate in a joint Arab force because of the paralysis in state institutions, Defense Minister Samir Moqbel said Tuesday, one day after the protocol agreement expired.The deadline to respond to the proposal was June 15 .Army commander Gen. Jean Kahwagi attended two meetings alongside other Arab military chiefs in Cairo earlier this year to draw up the draft protocol agreement.Prior to the Cairo meetings, the Lebanese government had received a letter proposing Lebanon's participation in the joint Arab force.
