Army and Internal Security Forces personnel will be paid overdue salaries within hours, Finance Minister Ali Hasan Khalil said Sunday evening, while a Cabinet plan to end the country's protracted trash crisis hit another obstacle over the weekend.Army commander Gen. Jean Kahwaji met with Berri and Salam Saturday to discuss the salaries.The salary issue compounds pressure on a frail government that is trying to dig its way out of a three-month trash crisis. A Cabinet plan to restart the waste sector is gridlocked again as officials await a response from Aley MP Talal Arslan about opening a landfill near the town of Shoueifat, south of Beirut. Naameh, which is located only a few kilometers south of the proposed landfill, opened as a temporary measure to relieve a waste crisis in 1998, with an initial capacity of 2 million tons of garbage.The plan now is for the state to handle Beirut and Mount Lebanon trash over an 18-month transition period, as municipalities prepare to assume waste-management duties.
