Agriculture Minister Akram Chehayeb's trash plan to defuse the country's ruinous waste crisis all but collapsed Tuesday after MP Talal Arslan announced the people of Shoueifat would refuse to host a landfill along the coast, by Costa Brava beach.The rejection capped a fruitless eight-week search for a place to bury Beirut and Mount Lebanon trash, initiated on Sept. 9, when Chehayeb pushed his plan through the Cabinet. Still, Chehayeb said he would persevere in his role as Prime Minister Tammam Salam's deputy to address the trash crisis. The premier may consider calling a Cabinet session to address the crisis, Chehayeb said, after he waited for a landfill to materialize, to no avail.Trash dominated Tuesday's national dialogue session between party leaders, who seemed to have abandoned Chehayeb's plan. Salam may publish the decrees nevertheless, according to Chehayeb.Chehayeb's plan called on the state to handle Beirut and Mount Lebanon trash over an 18-month transition period, as municipalities prepared to assume waste management duties.
