A blast ripped through Lebanon's restive northeastern border town of Arsal Thursday, killing at least four people and wounding seven others, a security source told The Daily Star.The source said the explosion, which targeted a meeting of officials responsible for following up on the conditions of Syrian refugees, was caused by a suicide bomber on a motorbike. The Lebanese Army is believed to have been behind an airstrike near Arsal last month that killed eight people, mostly militants.
