The Lebanese Army denied a report that quoted commander Gen. Jean Kahwagi as saying that a $3 billion Saudi grant for the purchase of French weapons had stalled, contending that the deal was in the process of implementation.The report said that Kahwagi had described the deal as amounting to only "ink on paper".In addition to the $3 billion military grant, Saudi Arabia has promised an additional $1 billion grant to purchase arms and equipment for the Lebanese Army and security forces.
