Faced with growing opposition by civil society groups, merchants and taxi drivers, Tripoli Municipality has put on hold a controversial project to build a four-story parking lot under the northern city's historic square. The Tripoli Municipality and the city's influential political parties have opted to delay the launch of the project until further notice, apparently over fears that civil society groups might stage violent street protests to scupper the project, similar to the anti-government demonstrations that have jolted Downtown Beirut over the garbage crisis since July.Tripoli's Mayor Amer Tayyeb al-Rafei defended the parking plan as "a developmental project" for the city, saying that contacts are underway to resolve some sticking points related to the implementation of the project. However, the parking project is facing opposition from Tripoli's civil society groups, merchants and taxi drivers. The Tripoli Municipality held an enlarged meeting with civil society groups and engineers on Oct. 11 in an attempt to promote the implementation of the parking project.
