This division may be why the Cabinet's formation is being delayed as it would be the body ultimately issuing the decree that would set the law that would govern the elections.It noted that the ministry was only concerned with holding the elections based on the adopted vote law and not endorsing a new electoral law whose responsibility, it stressed, lied with Parliament.
