Justice Minister Ashraf Rifi said Sunday he was resigning from the Cabinet over Hezbollah's "domination" of the executive body, dealing a blow to an already-divided government that has been riven by sharp differences since it was formed two years ago.Minister for the Displaced Alice Shabtini was appointed as acting justice minister replacing Rifi, a Cabinet source told The Daily Star.Rifi blamed Hezbollah and its March 8 allies for the 21-month-long presidential vacuum and the obstruction of the government's work, as well as for damaging Lebanon's relations with Saudi Arabia.Rifi accused Hezbollah specifically of blocking his efforts to refer the case of former Information Minister Michel Samaha to the Judicial Council.After failing to do so, Rifi told a news conference Friday that he would transfer the case to Canada's judiciary, as Samaha is also a Canadian citizen.
