Last-minute jostling over key "service" ministries and horse-trading over cross-sect ministers held up the formation of a national accord government Thursday, but leaders were still hopeful of an agreement over the weekend.The pre-election tensions between Aoun and Berri also re-surfaced over the sectarian identity of some ministers.Berri refused to nominate Aoun for the presidency and actively voted against him in the session. Despite Prime Minister-designate Saad Hariri's meeting with the president Wednesday, the formation of the Cabinet is far from final. Sources said both leaders were optimistic that Cabinet would be formed in 48 hours as most portfolios have already been decided. They said the Finance Ministry is expected to remain with Berri's Amal Movement, adding that the Public Works and Transportation Ministry might also remain as part of the Amal Movement's portfolio.
