The focus of security in south Lebanon's Ain al-Hilweh Palestinian refugee camp will center on three issues over the next several months that could define the coming summer as one of violence or one of peace.The Lebanese government, via its various security forces, has demanded Massoud be arrested and handed over by Palestinian security forces given that Lebanese forces are not allowed inside Palestinian refugee camps. The reasons that a decision has not been made are the lack of the capacity of the joint Palestinian security forces to physically arrest Massoud without leading to more violence within the camp, and the need to wait for the right conditions to attempt an arrest if the first factor changes.
