appointments, budget seen this weekThe Cabinet is set to meet Monday to resume discussions on the draft state budget, but the endorsement of the 2017 fiscal plan is likely to take place during a session chaired by President Michel Aoun later this week, official sources said Sunday.Brig. Gen. Joseph Aoun will be appointed as Army commander replacing Gen. Jean Kahwagi, whose term was extended last year by one more year until September, a political source said.Gen. Tony Saliba will be appointed chief of the State Security agency, and Brig.LF chief Samir Geagea said last week that his party's three ministers and eight lawmakers would not vote for the draft budget unless the government moved to privatize electricity production.Once the draft budget has been endorsed by the Cabinet, it will be sent to Parliament for discussion and final ratification.
