The "Human Development Report 2016" was globally launched on March 21, 2017, in Stockholm. Since 1990, the United Nations Development Program has published regular reports that introduce new concepts and approaches related to the human development landscape based on the evolution of development affected by the emergence of social transformations all over the world. With this new young world, "universalism" is highlighted in measuring and achieving human development.Universality has been stressed as a core characteristic of human rights, as all human rights should be applied equally to all people all over the world.Universalism is highlighted again in the human development report that was launched under the title "Human Development for Everyone". Various studies have been measuring and analyzing the progress in various developmental aspects in certain targeted areas and sectors. This conveys that deprivation exists in both developed and developing countries, and universalism targets all dimensions of human development in these countries.There are four factors that hinder universalism and act as barriers in any human development process. Universalism, as the basic means for providing global social connectivity, cannot be based on a zero-sum approach; it rather depends on "coopetition" where societies compete in order to create shared global values.
