Mamlouk refused to sign the subpoenas and said he would only be represented in Lebanon's court on condition of being tried by a commission made up of judges of major general ranks.This condition could not in any case be agreed to, a legal source said, as Lebanon does not currently have seven generals of the rank to form the commission. Gen. Tony Saliba of State Security hold the rank or higher.Previous efforts to indict Mamlouk have been unsuccessful as he resides in Syria, out of reach of Lebanese authorities.
