Despite the rain, hundreds of revelers joined Prime Minister Saad Hariri outside the Lebanese Parliament building in Downtown Beirut Sunday to ring in the New Year.Ahead of the start of the parties, Hariri toured several security institutions around Beirut to oversee preparations.He visited the Emile Helou barracks in Mar Elias, where he was greeted by Internal Security Force head Gen. Imad Othman, according to a statement released by Hariri's press office Sunday. He then visited the Henri Chehab barracks in Ouzai, where he was greeted by Lebanese Army head Gen. Joseph Aoun, the barracks of the 3rd intervention unit in Manara and the fire station in Karantina.Gen. Abbas Ibrahim also visited his officers working at centers on New Year's Eve.
