Headquarters in 1974 raised a number of unprecedented questions.A pragmatic issue arose when Mr. Arafat refused to take off his gun before addressing the General Assembly. Its President at the time was the Foreign Minister of Algeria, Abdelaziz Bouteflika, who later became the country's President.Certain commentaries criticized the U.N. for allowing it but because of the delicate true situation when very few knew what actually happened, no U.N. response was made.
