Caretaker Energy Minister Cesar Abi Khalil Tuesday lashed out at several parties for what he said were efforts made over a course of years to slow the progress on the electricity file.The sweeping measures passed Monday include securing 200 megawatts of electricity – reportedly for free – over summer from Turkish power barge operator Karadeniz Holding, via its delivery of an extra barge to Lebanon.The company already operates two barges moored off the coast of the country, which were leased on the basis of producing 370 MW.Cabinet also agreed Monday to extend the Karadeniz contract for the two extant barges by three years – amending a decision made last week to extend this contract by just one year.
