Caretaker Prime Minister Saad Hariri and German Parliamentary State Secretary to the Federal Minister of Defense Thomas Silberhorn signed a new agreement strengthening bilateral military cooperation between the two countries Thursday.Silberhorn first visited in Lebanon when he was the State Secretary to the Federal Minister for Economic Cooperation and Development.Just over 1 million refugees are registered with United Nations refugee agency UNHCR in Lebanon, but the Lebanese government estimates the number to be much higher.
