Winner of Tripoli election appeal says will not run in by-election

A previous version of this article incorrectly identified Yahya Mawloud as a candidate with Tahalof Watani. In the May 2018 parliamentary elections, Mawloud ran on the coalition’s list in Tripoli, but the group has not yet endorsed any candidates in the by-election. The Daily Star regrets this error.
