Following are summaries of some of the main stories in a selection of Lebanese newspapers Monday. The Daily Star cannot vouch for the accuracy of these reports.

This week will be decisive in terms of the Cabinet crisis amid a fifty-fifty chance that the proposed solutions will succeed.

Political sources pointed to a Tuesday dinner to held between Gen. Michel Aoun and Prime Minister Najib Mikati as an effort to solve the problem diplomatically.

Parliamentary road map awaits Nahhas’ signature

Mikati elevates his 'No' stances [to a bargaining chip] that can be used in a trade-off for [political] appointments

It seems that much of the work that forms the basis of the roadmap for ending the Cabinet crisis over transportation allowances during a Wednesday legislative session has been completed.

However, this does not guarantee the resumption of Cabinet meetings since Parliament, which is scheduled to meet Wednesday, is waiting for a decision from Labor Minister Charbel Nahhas, who according to the rules, should sign the transportation allowance decree today.

This would allow Parliament to issue new legislation on the transport issue. However, Parliament cannot take such a step unless the minister signs the decree.

While the snowstorm has subsided, the political storm over government has not.

For this reason, a wait-and-see atmosphere prevails in Lebanon to find out whether a positive solution to the crisis over transportation allowances will emerge during the coming hours and enable government to reunite.

But Labor Minister Charbel Nahhas’ signature of the transport allowance decree should be the basis for any solution given both President Michel Sleiman’s and Prime Minister Najib Mikati’s insistence that Nahhas sign the decree.

According to reports, Nahhas will sign the decree before Wednesday’s legislative session and on the eve of a dinner hosted by Telecoms Minister Nicolas Sehnaoui in honor of Mikati and Change and Reform bloc leader Michel Aoun.

Mikati sources: resumption of Cabinet meetings conditional on Nahhas’ signature

Conflicting reports emerged regarding leaks by a number of political forces with respect to the Cabinet crisis and Labor Minister Charbel Nahhas’ refusal to sign the transport allowance decree.

Sources close to Prime Minister Najib Mikati denied rumors of success in attempts to shift the crisis to Parliament in a scenario that would see Labor Minister Charbel Nahhas sign the decree, which would then be passed by Parliament.

While Free Patriotic Movement officials tried to promote this optimistic atmosphere, in reality the crisis is back to square one – back to Mikati’s fundamental principle that Nahhas, under Cabinet rules, is obliged to sign the transportation allowance decree.

Nahhas to sign [transport allowance decree] Tuesday

Al-Mustaqbal has learned that Prime Minister Najib Mikati has been informed of Hezbollah leader Sayyed Hasan Nasrallah’s decision that Labor Minister Charbel Nahhas will sign the transport allowance decree on Tuesday, a day before the parliamentary legislative session.

Mikati circles, meanwhile, stressed that reactivating government work remains tied to Nahhas’ signature.

Cabinet crisis nearing its end

Though the snowstorm has begun to subside, the Cabinet crisis has swung back and forth between promising and disappointing signs, with mixed expectations on the possibility of reaching a settlement to the transport allowance “obstacle” prior to Wednesday’s legislative session.

Regardless of the details, it is obvious that a major political decision has been made to address the government's situation and [all] pending issues.

Optimists expect the Cabinet crisis to reach its end by Wednesday.

Will Cabinet crisis move to ‘Change and Reform [bloc]’?

With a Parliamentary legislative session planned for Wednesday, speculation ranged between the possibility that Labor Minister Charbel Nahhas would sign the transport allowance decree today and the possibility that he would postpone it until after the session, an option rejected by Prime Minister Najib Mikati.

The doors to a solution have not been shut, however.

A settlement to the transport allowance crisis, which has been ongoing since the beginning of February, is expected to be reached this week.
