There are promises that Labor Minister Charbel Nahhas will sign the transport allowance decree at 9:00 a.m. Tuesday.
While some say the signing – if there is one – won’t take place before a meeting of the Change and Reform bloc Tuesday afternoon, others will doubt Nahhas until they see his signature.
What is important, according to well-informed sources, is that President Michel Sleiman and Prime Minister Najib Mikati – who during a meeting Monday morning discussed all aspects of the government situation – agreed not to allow any minister, regardless of his affiliation, to overstep the presidency and the government.

The failure of Labor Minister Charbel Nahas to sign the transport allowance decree has almost turned into a [major] governmental crisis, particularly after the collapse of all solutions and after the officials involved in the dispute closed their doors to any settlement that does not match their points of view.
President Michel Sleiman still rejects any talks before the signing of a decision taken by Cabinet, and Prime Minister Najib Mikati – who is keen on Cabinet cooperation – also rejects any debate on the decree in Parliament before Nahhas signs it into law.

With Labor Minister Charbel Nahhas suffering repeated defeats as a result of MP Michel Aoun being forced to cave in to Hezbollah's wishes, the country has entered a new phase – the key features of which will crystallize in the next few days.
Significantly, MP Walid Jumblatt made a statement Monday in which he noted the government split over the situation in Syria. His statement was quickly taken up by Hezbollah, and Al-Manar television channel carried a response by MP Suleiman Franjieh, who described Jumblatt as “with March 14 [but also] close to the centrists.”

In this context, it is significant that an attack launched by Progressive Socialist Party leader Walid Jumblatt on the Syrian regime was met with an immediate response by Marada Movement chief Suleiman Franjieh, who also criticized President Michel Sleiman.
Labor Minister Charbel Nahhas was made to look stubborn by refusing to sign the transport allowance decree. But near-certain information made available to An-Nahar Monday evening said Nahhas will sign the decree Tuesday.
