Nigeria was declared free of the deadly Ebola virus Monday, after a determined doctor and thousands of officials and volunteers helped end an outbreak still ravaging other parts of West Africa.While the rest of the world appeared to be winning the fight to keep Ebola at bay, the three West African countries that account for the vast majority of the 4,500 deaths – Liberia, Sierra Leone and Guinea – were counting a rising human and economic cost.Another diplomat said that there were plans for three nations to spearhead global aid to the worst-hit countries: the United States for Liberia, Britain for Sierra Leone and France for Guinea.They also called on the international community to meet the $1 billion (782 million euros) sought by the U.N., saying that EU countries had put up around 500 million euros so far.Cuba has sought to place itself at the forefront of the international response to the Ebola epidemic, sending 165 doctors and nurses to West Africa to combat the disease, with another 300 on the way.In the U.S., Texas health officials said 120 people were still being monitored for possible infection because they may have had contact with one of the three people who contracted the disease in Dallas.Officials said that 43 of 48 people on an original watch list had passed the 21-day incubation period for the viral disease and were now in the clear.
