Here, she focused on the decadelong decapitation campaign against Al-Qaeda following its Sept. 11, 2001, attacks on the U.S. She found that the U.S. launched 109 strikes on the Al-Qaeda leadership between 2001 and 2011 . What's ahead is a yearslong battle, not just against ISIS leaders but its thousands of followers, virtual and real.The U.S. may decide that killing the leaders of ISIS is necessary, but it won't be sufficient.
