The central issue in the negotiations is to prolong the "breakout time" or time required by Iran to develop a nuclear weapon – if it chooses to divert nuclear materials from its peaceful nuclear program to a clandestine weapon program.Iran has agreed to go beyond the additional protocol to give assurances of its peaceful intentions, yet highly intrusive measures could be perceived as provocative by the political establishment in Iran, negatively affecting its willingness to cooperate.Iran wants sanctions to be lifted immediately or at least gradually, in association with the irreversible steps Iran has promised to take.The chances of reaching a final comprehensive agreement with Iran over its nuclear program will hinge on the balance of various internal forces in Iran and the United States, as well as on the effectiveness of external regional forces.However, the difference is that, with an agreement, the international community would be better positioned to monitor and inspect Iran's nuclear program more closely.
