For some the Syrian war is an unintelligible quagmire.As the carnage continues three players – Russia, the U.S. and the U.N. – want to make us believe that they are striving toward a settlement in Syria.Why, people may ask, would President Vladimir Putin and the Russians possibly conclude a deal with the U.S. a few weeks before the election of a president in the United States?Because until the presidential election any agreement between the U.S. and Russia over Syria is on ice, and diplomats are merely treading water.
