In this season of high-profile indictments, there is one that lies below the radar screen in Washington: the indictment of policy think tanks. Think tanks should represent a marketplace for ideas to inform and shape the policy debate. As with any other marketplace, there needs to be real competition and innovation for new products and ideas.
