On the surprisingly lush outskirts of Cairo, in the governorate of Quallubeya, final touches are being put on a tall apartment block that doesn’t distinguish itself outwardly from other surrounding public housing. The purpose of this building, however, sets it apart: It’s to be the first women’s shelter in Egypt and one of a handful across the Middle East.
