Sanctions from the Syria Accountability Act have caused a decline in counterterrorism cooperation between Damascus and Washington and will have a deleterious impact on how Arabs view US foreign policy, Syrian Ambassador to the United States, Imad Moustapha, said here Wednesday at the National Press Club.
