The general outlines of today's Middle East seem dire: the state system is in a mess. Individual states are embarrassing examples of corruption and non-performance. The challenge of non-state groups remains important, if not growing in impact over time. Outside the Arab world, Israel is losing its grip on reality, as it pursues a suicidal policy of settlement expansion.
