Just when the Iraqi people are most in need of a united, dedicated and effective national leadership, Prime Minister Nuri al-Maliki's governing coalition is crumbling all around him. In the past week, the number of ministers who have either resigned or decided to boycott Cabinet sessions has risen to 17. Maliki has shrugged off the most recent defections.
