The UN Security Council issued a press release early Thursday condemning Hizbullah but failing to make any mention of Israel for this week's clashes across the UN-demarcated Blue Line. The statement explicitly said Hizbullah initiated the attacks Monday, a claim Hizbullah denies and which the United States claimed as a victory as the Council.
