The United Nations special tribunal tasked with prosecuting suspects in the 2005 assassination of former Premier Rafik Hariri could begin as early as March 1, according to a report issued Wednesday by the UN secretary general. "Practical arrangements for the prosecutor to arrive in The Hague on 1 March 2009.
