US Vice President Dick Cheney's regional tour would carry a lot more credibility if he had not played such an instrumental role in fomenting the multiple crises that he now seeks to resolve. The Bush administration whose policies he has done so much to define has been a disaster for the Middle East, and short of a lengthy apology.
