This week's announcement of a US-Iraqi deal on a president and government to lead Iraq out of occupation should be welcomed as an encouraging sign. The positive side of this development is that it could represent the emergence of a genuine, Iraqi national leadership. The negative possibility is that it could herald another round of destabilizing jockeying for power, and it may be perceived as an American ruse to continue control through a puppet regime supported by US guns and money.
