The G8 summit that opens in the United States today will focus for part of its deliberations on promoting reform throughout the Middle East. Unusually, several Arab leaders have been invited, and some have accepted to participate. The fact that some Arab leaders declined the invitation highlights the contentious nature of the reform issue.
