Kuwait put nationwide security forces on full alert Sunday after busting a suspected Islamist militant cell that included Saudi citizens in a deadly shootout near a U.S. base and the emirate's oil lifeline. Security was racheted up to "the maximum" around oil facilities in the OPEC member, Energy Minister Sheikh Ahmed Fahd al-Sabah.
