An Egyptian insistence on past disarmament commitments being honored kept a landmark UN nonproliferation conference from getting down to work Tuesday, with the United States wanting to focus instead on the new era of terrorism and “rogue” states, diplomats said. The review conference on the nuclear Non-Proliferation Treaty (NPT).
