At least 60 people were killed and 10 students kidnapped in a wave of violence that swept across Iraq Monday, while Moscow confirmed the execution of four Russian diplomats by Al-Qaeda. Meanwhile, the White House acknowledged that the top US military commander in Iraq has drafted a plan for US troop cuts there, but said the plan was just one option.
