Iraq's dominant Shiite leaders appeared divided Monday over Prime Minister Nuri al-Maliki's national reconciliation plan, which aims to curb violence by offering amnesty to rebels. At least 11 people, including a teenager, were killed Monday when bombs exploded in crowded markets north and south of Baghdad. Mortar rounds landed at a market in the capital itself, wounding 10.
