US Defense Secretary Robert Gates on Friday ruled out cross-border raids in Iran or Syria from Iraq as he defended a new strategy to send additional troops to the wartorn country. A cornerstone of the new approach, launched Wednesday by President George W. Bush, is increased pressure on Iran and Syria and tougher action to deal with militias.
