President-elect Barack Obama has vowed to close the US-run Guantanamo Bay prison, but prosecutions of foreign detainees are continuing apace, with no sign that the George W. Bush administration intends to ease up those efforts in its waning days. "This is an issue that will have to be addressed early on by a new administration."
