Last July 9, a British government memo was leaked to the press revealing that the United States and Britain planned to more than halve their troop numbers in Iraq over the next year. Hours after the document was leaked, a suicide bomber attacked an army recruitment center in Baghdad, one of many against army and police recruits since October 2003.
