The report released Thursday by the international independent investigation commission established by the United Nations to determine who assassinated former Lebanese Prime Minister Rafik Hariri last February makes mixed but powerful political and legal statements, which spell trouble for Syria and the wider debilitating tradition of security-run Arab regimes.
