Since May 2000, the Israeli military has been chomping at the bit to equal the score with Hizbullah, which has often delighted at taunting and threatening Israel, as with a border-mounted billboard in Hebrew and Arabic that reads: "If you return, we return." Border-area security was effectively ceded to Hizbullah by the Lebanese government.
