Recently, the conservative American columnist, Robert Novak, reported on the outlines of a plan for covert action by the United States military against the Kurdish Workers Party, or PKK, in northern Iraq. The proposed strategy, which was apparently outlined in a confidential briefing to US lawmakers by Under Secretary of Defense for Policy Eric S. Edelman.
